This is all reported by the State of Ohio and I find it a little confusing.
This link is to a report about the deer herd condition in Ohio. Ohio Deer Herd Update I read it to be saying that the herd numbers are stabilizing but the quality of the deer herd is declining. In effect, the herd is being maintained at a level that is contributing to habitat destruction. With less quality habitat, deer reproduction success and buck antler (trophy) size are diminished. Seems to be making the argument for lower herd target numbers.
This link is to the proposed hunting regulations for 2015. Deer Hunting Proposals For 2015 Season This is proposing a reduction in bag limits and reduced hunting opportunities. Doesn't seem consistent with above report.
I'm not sure that I understand exactly what's going on here but it seems that the Wildlife Department has existing goals for deer management and they believe that the goals need to be changed to enable them to manage differently.
